단순하게 생각해서 수동태 by 형태 아닌가요? 그러면 당연히 독일하고 영국이 산다는 뜻 같은데
'... volume ... sold by member states'
'Germany and the UK ... responsible for 77% of the total volume'
여기서 'the total volume'은 앞의 'volume ... SOLD by member states'이니깐 주로 팔았다는 것이겠네요
